FS#2117 - php with mbstring extension

Details
This issue comes up with the use of phpMyAdmin, which
explains that the default character set for Mysql is
utf-8-unicode. PhpMyAdmin complains that the mbstring
extension does not exist. Having looked at what this is, it
seems like it would be a good idea to have enabled for
everyone's benefit.
