Summary and Info:

The following commit moves the sync db to /var/lib/pacman/sync,
which makes mkarchroot fail when creating a new chroot since it doesn't know about and/or create the directory.

Steps to Reproduce:

Install pacman from current git master (or any version which includes the mentioned commit).
Create a new chroot with mkarchroot.

Nothing urgent, just a heads up. Maybe other tools are also affected?

Wait, what? 'local' should definitely *not* be under sync/. I'm not seeing this...

Right, the description should read 'moves the sync db to /var/lib/pacman/sync'.

I am not sure what to do here. mkarchroot already creates /var/lib/pacman/. Should it also create the sync sub folder? Why doesn't pacman do this itself?

Yes, if you are creating the DB dir, you should probably create the sync/ subfolder. At least right now, it appears pacman doesn't create this folder at all, which could be seen a bug.
