current/mysql 4.1.9-1

Wrong user:group on /var/lib/mysql, should be mysql:mysql, not root:root.

This will fix the problem:
chown -R mysql:mysql /var/lib/mysql

Error with wrong user:group:

Additional comments about closing:  /var/lib/mysql is created with mysql.mysql ownership when mysqld is started for the first time (thru /etc/rc.d/mysqld)

The mysql package doesn't install these table files itself, so you have run the script to initialize the databases yourself. If you do that as root, yes, then you will get those files there as root.
