From the mailing lists, I seem to recall that kernel.org is a tier1 mirror?

it, however, isn't listed here:

It is not listed because we do not encourage tier2 mirrors to sync from mirrors.kernel.org, because mirrors.kernel.org is a whole mirror network behind a GeoDNS, and so there may be some issues when syncing from that, and there is an extra delay due to propagation of packages between their mirrors.
