Yes it is. You don't need mkfs.jfs to mount a jfs filesystem, only to make it. The JFS filesystem support is in the kernel itself, not in the jfsutils package.

The idea is that you will create a JFS filesystem from the installer (which does include the necessary utilities), then boot into your new system and install jfsutils from there.
