what command are you running, kdebase-runtime should be updated before -workspace if you run -Su if I'm not mistaken?

pacman -S testing/kde
Comment by Ronald van Haren (pressh) - Wednesday, 11 August 2010, 20:26 GMT
that's not supported for above reasons. It seems to install -workspace first as -runtime is already installed. It's probably better to fully update your system to testing or wait before everything is in extra. If you really want to install with -S that means you probably have to give it the correct order.
Either way, this is not a bug in the package but more an issue how pacman installs them if you cherry pick from testing. There is nothing I can do about it.
