We have implemented tiered rsyncing now so our primary server isn't overloaded; I have assigned this bug to Roman who should be able to point you in the right direction.

Solved by using ftp5.gwdg.de as pointed out on http://wiki.archlinux.org/index.php/DeveloperWiki:NewMirrors
