How to solve this? You could have texinfo use the texi2pdf provided by teTeX, but then I suspect many people really just want the info browser. Thus, in order to read documentation, you would have to have teTeX installed. Seems like overkill.

My suggestion would be to:

1. Make texinfo dependent on teTeX as mentioned above, BUT:

2. Package the info browser separately. Thus, people who just wanted
to read documentation could do so without installing either teTeX or
the full texinfo package.

It's surely stupid but why not making teTeX dependent on texinfo ?
