Details

$arch in server lines is interpolated from enviro $ARCH.

This is wrong. It needs to parse pacman.conf or pacman --debug.

If someone has x86_64 kernel and i686 packages, it will use wrong urls to ping.

Why does it matter, how could the x86_64 url be faster than the i686 one ?
The only problem for repo-add is to find a valid file url to be able to download something.

I am a person using an x86_64 kernel on i686 and as expected rankmirrors still orders the mirrors in the order I expected.

People who have mix arch packages on their system probably do not have the Architecture option activated anyway. Otherwise it becomes annoying when it is kernel update time...
