Syncing from rsync.archlinux.org will be completely disabled for all non-tier1 mirrors soon.
Please use one of these tier1 mirrors to sync from (both are in USA):
rsync://rsync.gtlib.gatech.edu/archlinux/
rsync://mirror.rit.edu/archlinux/
Alternatively, you may become tier1 mirror (we need one in South America),
but becoming a tier1 mirror requires public rsync access to be enabled on your mirror,
so that other mirrors in South America can sync from you.
Please let us know which way works best for you.
btw, we are syncing from rsync://mirror.rit.edu/archlinux/.
