Last time we updated these Thomas, we pulled from the Debian netbase package:
http://packages.debian.org/source/sid/netbase
http://ftp.de.debian.org/debian/pool/main/n/netbase/netbase_4.41.tar.gz

It looks like there have been a few updates since, but DCCP is not one of them.

Pity, but I still think all protocols available by default in the Linux kernel should be known by /etc/protocols. It seems kind of logical to me :-)

DCCP isn't in Ubuntu 9.10/10.04 /etc/protocols either. But why Debian? We could use Fedora/RHEL, which both have correct /etc/protocols:
http://download.fedora.redhat.com/pub/fedora/linux/releases/13/Everything/source/SRPMS/setup-2.8.17-1.fc13.src.rpm

EDIT: Ops, sorry. It is fixed in iana-etc 2.30-1/filesystem 2010.07-1.
