this might as well be a 'version bump' bug because that will fix it. but version 3.64 is no longer on cpan so the download uri is incorrect and running makepkg doesn't work returning a 404.

The package need rebuild. 3.65 work for me after rebuild.

 FS#19530  is the 5.12 rebuild bug. this pkgbuild didn't work anymore on 5.10 either which is why I opened this bug.
