Description:
After the update to libdvbpsi 1.7.0 I got "libmpeg2 decoder error: invalid picture encountered" when watching TS files (Transport Streams) in VLC.

Temporary solution:
I downgraded libdvbpsi to 1.6.3 everything works fine again.

Steps to reproduce:
Unfortunately I cannot add a .TS file since it is protected by copyright.
1. Upgrade libdvbpsi to 1.7.0
2. Load a .TS file to VLC.

Playing other files than the .TS files do not cause a problem. WMV, MPEG and FLV work fine.
