I would like to see the MediaWiki backend adapted to include a colapsing outline capability similar to XOXO.

In the Arch wiki? Isn't TOC enough? Can you please provide some rationale for this?
And the Arch Way = don't modify the existing "outside" tools (flyspray bugtracker, wiki, forum). If MediaWiki doesn't support this feature it's a wontfix.

Could you sepcify your problems? I alo have no iedea what the difference between the current solution and a "collapsing outline" is. I alo have never heard of XOXO.

XOXO is eXtensible Open XHTML Outlines. It's an XML microformat used for creating outlines on top of standard XHTML. Personally, I think this is unnecessary and the original poster has requested a closure.
