Details
The R package should have an uninstall script which warns if
the library directory /usr/lib/R is still present after a
removal. It could possibly list the contents of
/usr/lib/R/library/

That would be considered hand holding and we do not do that around
here. If you put file in places other than home and do not use the
package manager to do so, then it is up to you to remove them.
