Networkmanager is suspended when you suspend the system. When you resume, networking is enabled again. Networkmanager can't see the difference between disabled networking from configuration or disabled networking from suspend.

There is problem when resume from suspend fail and you need hard restart. Then networkmanager is unable to start again 'cause this file it must be deleted...thats what going on here

@Lukas please report that upstream. also take this as an advice:
if you report this upstream, don't paste a link to a forum discussion. Take your time and write a proper description to your problem if you really want that to be fixed.
