Description:
Evince apparently doesn't require gnome-keyring any more, see:

This looks like an optional build rule (rather than a runtime check), so you may not want to change it.

Reason for closing:  Won't implement
Additional comments about closing:  evince is a gnome application, so it's fine to include gnome libraries. Note that in 2.30 this will change to libgnome-keyring, a standalone lib that could work with both gnome-keyring or kde's password daemon.
