In connection to the discussion at  FS#17138 : why can't we add PID check as a function to /etc/rc.d/functions, similar to *BSD? So far, this check is done in each startup script...

it's true, this would reduce code duplication in rc-scripts to a big extent (some of them implement it in bad ways, so we work around that too...)
