lirc-utils is installed as a dependency of vlc. Should be an optdepends, Allan told me so:

Looking into this, liblirc_client.so.0 is only linked in /usr/lib/vlc/control/liblirc_plugin.so so I guess only gets used when that plugin gets used. vlc certainly does run without lirc-utils library installed. I have not investigated further.

There might be other cases like this in /usr/lib/vlc/control/*_plugin.so.
