Description: During the "Install Packages" step of installation, pacman downloads kernel26 then runs the install scriptlet which runs mkinitcpio. During the "Configure System" step of installation, a user edits mkinitcpio.conf, then mkinitcpio is ran again, regardless if the file changed or not.

I propose we ignore the initial scriptlet (pacman -S --noscriptlet kernel26) during the "Install Packages" step and run mkinitcpio during the "Configure System" step.

FS#15680  - why do we generate locales on the target system twice?

Also, file install cd bugs under the Release Engineering tracker.
