enca depends strictly on recode. I don't know how pacman does dependencies but is it possible to make it depend on either recode or recode-pybliographer? The problem is that if one wishes to install pybliographer, it builds recode-pybliographer which conflicts with recode. But vlc depends on enca which in turn depends strictly on recode.
