I guess it's bester to rsync from a mirror near you. E.g. in Canada there are twilightlair.net and csclub.uwaterloo.ca with rsync support. In the US there are mirror.rit.edu, umoss.org and mirrors.xmission.com.

Easy enough - Started a sync from mirror.rit.edu we already get a few things from uwaterloo would like to spread it around a bit, and Education traffic is all gravey to us. Is twice daily enough or should we be syncing more often?

Sync completed - now scheduled for 2x a day syncs. Let us know if we should increase / decrease the frequency.

rsync path has been updated to rsync://mirror.its.dal.ca/archlinux

Please let us know of any further changes that we need to make to be listed as a mirror.

Sorry for the delay.
The mirror is added to our database. Will be in the next release of pacman-mirrorlist.
Please make sure that you mirror everything and use these rsync options: -rtlvH --delete-after --delay-updates --safe-links --max-delete=1000

Mirror is no longer on list, from our perspective appears to be up to date.

I'm not sure where are you looking, but it is in the current pacman-mirrorlist package:
