Are you trying to say that they're not built in or that they need to be installed for you to use them?

balsa offers the gpg related functions (such as encryption of messages) throught the gpgme library and requires gpgme=>0.9.0 ... if it's not installed (or found during the configure), balsa don't enable the gpg features
