Hal is currently a dependency for xorg-server, input hotplugging feature relies on hal, so it won't be removed for now. I guess it will be removed with the introduction of xorg-server 1.8, which will be released only in March.

we can't do that over night. we have to wait until all packages that depend on hal are fixed upstream and had released a version. we are not going to port anything.
