The directory /pub/ArchLinux/ is empty.

Because I do not have the access to sync from rsync.archlinux.org Jurisdiction,
Error messages As follows :
rsync: change_dir "/root/rsync.archlinux.org/root" failed: No such file or directory (2)
rsync error: some files/attrs were not transferred (see previous errors) (code 23) at main.c(1039) [sender=3.0.6]

Ask that has allows my HOST ip-address to have access to sync from rsync.archlinux.org?
