There are no repo dirs, just a bunch of dirs with the name of package enclosed in single quotes.
It will not be added until this is fixed.
I suggest using this script: http://wiki.archlinux.org/index.php/Local_Mirror#The_synchronization_script
Also I cannot access it over FTP.
The quoted package-name directories were an artifact of some unknown earlier process.
The repo dirs ARE present, but simple sort after the quoted directories.
I've grabbed a copy of your suggested sync script and modified it to replace our current script. (It doesn't really appear to do anything different from our current sync script -- only a few dozen files were updated when I ran it the first time.)
I'm not able to replicate your "cannot access over FTP" problem; please provide more details:
* how far does the connection process get?
* if you can't connect, how are you connecting?
* if you can connect, how does what do you see differ from what you expect to see (especially, what is missing or different; extra stuff is less interesting)?
Due to excessive bandwidth consumption by our main server we are moving to a multitier mirroring scheme,
so we are greatly reducing the number of mirrors that are allowed to sync from our main server.
Please use rsync://mirror.aarnet.au/pub/archlinux/ to sync from.
Your mirror has beend added to our database and will be listed in the next version of pacman-mirrorlist.
