I might be troubled by this bug.

Attached is the output of
# fmtutil-sys --missing
The fixes of #16467 don't work for me, which suggests this is a different bug. The problem appeared on a fresh install, not too long ago.

This bug clearly differs from #16467. I took the following steps in a realy simple virtual machine in VirtualBox:

1. install Arch (from the core CD image)
2. update Arch (`pacman -Syu`)
3. install texlive-core (`pacman -S texlive-core`)

On 32-bit Arch installations (step 1) this leaves you with a working luatex, whereas it doesn't on a 64-bit installation.

In that case an update would suffice.

Sorry, I have been unable to fix this as I have been really busy since mid-November. I'll try to fix it during the coming week.

This problem is resolved with the latest version of texlive-bin, which includes luatex 0.50.
