I've Brother DCP-165c printer and it is working with cups+brother drivers but only when I add chmod 777 /dev/bus/usb/00x/00x (x isn't const, but it depends on usb port i

With these values should write your custom udev rule, for example in /etc/udev/rules.d/86-my-printer.rules

SYSFS{idVendor}=="04f9", SYSFS{idProduct}=="0204", GROUP="lp", MODE="660"

It's not possible to cover all devices with a generic rule. Otherwise it would be included upstream. You will do it your own. That's not a bug. If you need help ask in our forum or mailing lists. Closing this.
