I'm not sure if lineakd daemon script will always work properly without x because it uses xosd plugin but I may be wrong about this.
BTW looks like lineakconfig configure script needs --sysconfdir parameter because by default it's prefix/etc.
Anyway, lineakconfig will probably not work together with the current lineak package because it is not compatible with lineakd > 0.4.x
