Same issue was solved by changing mirror and 'pacman -Syy'

What version of texlive-core do you have? I suspect that you switched to an outdated mirror and downloaded the old package.

I can confirm this issue with texlive-core-2009.15537-1 which is marked as HEAD in the SVN web interface.
