Not sure if this was intended or not, but I would think most people using openoffice want to have the spell checking dictionary. So should openoffice-spell-en be required by openoffice-en and similar to other open office language-specific files if they don't already have it?

it was intended because i don't know who want what language as spellchecker
it's modular
a wiki page will come that explains that all :)
i think it's better when it's modular

See if enchant (abiword aspell wrapper) works in this case
