Description:

The xfce4-settings-manager has a known bug that makes the keyboard-repeat settings not work. This bug is fixed in the official repository and the debian team has already released a fixed version so it would be nice to have this bug fixed in archlinux, too.
I'm not very familiar with your bug-fixing policies and if you do not fix such bugs on your own, then this bug report is at least a notice for other people who also experienced this bug.

There is a known workaround to adjust the keyboard-repeat settings manually. The commands have to be executed as root.
Either try:
> xset r rate 300 30
Or try:
> kbdrate -d 300 -r 30
