Hi,
I am the admin of the ftp.spline.inf.fu-berlin.de archlinux mirror.

During the last weeks I often cannot sync because I get these error:

@ERROR: max connections (10) reached -- try again later
rsync error: error starting client-server protocol (code 5) at main.c(1522) [receiver=3.0.3]

Few weeks ago I change the sync time. This helped a little bit for some days. But now the problem is back. Could you please higher/remove the limit? Because of that error, I could sync so rarly, that some users got 404 because of missing files.

Hello, please see {  FS#15965  - please increase user limit for rsync }

higher or no limit it will kill our rsync server. better to see that error rather than timeout.
a better solution will be to lower the number so that the speed of transfer to increase. that's my opinion

This is a bug on our side, and it will sort itself out eventually
