So installation obviosly fails, but installer writes
> Package Installation Complete.
and allows to go further with system configuration.

There is a workaround:
while choosing which packages to install deselect:
- groff,
- man-db,
- man-pages.
After configuing system and reboot into new installation, doing pacman -S groff and pacman -S man{-db,-pages} no errors occure.

You should check the integrity of your downloaded ISO or the burned image.
I re-checked this on a test installation and could not confirm any probelm with groff package.

It get installed without problem during aif package install, and i could do also without an error
a: pacman -U /src/core/pkg/groff-1.20.1-2-i686.pkg.tar.gz

So this i could not be a an error on the images.
