No, it shouldn't. NoUpgrade, by default, is not meant to be an all-inclusive list of every configuration file on your system. Only show-stopping, system-wrecking config files are placed in NoUpgrade by default. You can add other files as you see fit.

The admin is expected to watch pacman's output (or peruse the logfile) to note configuration files that may have changed and/or need to be updated.
