Description: When I upgraded to 3.5 the dialog for "Adding a security exception" would never show up. Instead firefox just forbade me from visiting the site altogether until I changed about:config. Since it took some searching to find the fix, this shouldn't be the default. Plenty of sites would be unseen simply because they can't afford to be checked by a certificate authority.

Additional info:
* 3.5.1-1
* about:config had browser.xul.error_pages.enabled and browser.xul.error_pages.expert_bad_cert both false. I think they should both be true.

Steps to reproduce: Download Arch's firefox 3.5.1-1 and without changing the configs, try going to https://code.fluendo.com/pigment/trac
