I use an encrypted home partition and a dvorak keyboard. The rc.sysinit script asks for my encryption key before setting the dvorak keymap, so I can't enter the password. I currently work around it with a hack in rc.sysinit, but I imagine the 'right way' to do it would eb to include the keymap in the initramfs, which would cater for situations like encrypted root.
