Since the mirror seems not have done a initial sync to mirror the archlinux repos IMHO it is strong recommend to initial sync from an other mirror which offers rsync access.

Your documentation at http://wiki.archlinux.org/index.php/DeveloperWiki:NewMirrors seems to imply strongly that syncing is done after the application.

Anyway i have completed the initial sync, please review and lets proceed.

Looks good. I've added you to the official list, and rsync access should be opened up within the hour to rsync.archlinux.org.
