Description:
In newer versions of neon, it uses SOCK_CLOEXEC which is unsupported on any kernel version lower than 2.6.27. This causes issues in subversion and possibly other programs.

Additional info:
neon = 0.28.4-1 affected

Steps to reproduce:
1. Use a kernel version lower than 2.6.27.
2. Install newest neon.
3. Install newest subversion.
4. Attempt to do a checkout from any svn server.

I have attached the upstream patch[1] which changes neons behavior to check for SOCK_CLOEXEC at runtime instead of just at compile time.

Sidenote: 2.6 Linux older than 2.6.27 are not maintained by the -stable team.

Sidenote 2: 2.6.18 is still the official Xen kernel and also the lowest version we maintain compatible with in glibc.
