Description: namcap should check if the package install ELF files (like executables, shared libraries, etc) if they are outside common directories like:

/bin
/sbin
/usr/bin
/usr/sbin

/lib
/usr/lib

/opt/$pkgname/

Some packages actually install ELF files outside these dirs for example of this [#1] [#2] [#3] (the major files resides in /usr/share/...) this is bad, because the purpose of /usr/share is for architecture independent files.

This task opened because a discusion was made in ML about this [#4]
