I'm certain the package is LAME. This is what ./configure --help says about it: " --enable-decode-layer1 Include layer1 decoding default=no".
I don't think we should include this by default. The default is no in the upstream source for a good reason. Read http://en.wikipedia.org/wiki/MPEG-1_Audio_Layer_I for an explanation.
I think that if you really need it, you should compile it yourself because 99.99999% of ARCH users probably won't come across, or even see an mp1 file.
