xfconf depends on dbus but it's not specified in PKGBUILD.
Please see xfconf's configure.ac.in.

Yep, I hit this too; the dbus-core daemon isn't enough to start xfce (xfconf complains); simply installing "dbus" fixes the issue, and allows xfce to start proplery, using "startxfce4" . Confirmed on a fresh install this afternoon.
