Upgrading to pacman 2.9.1 prevented me from doing upgrades, once I sync it downloads the lists properly but then it freezes forever, with 100% cpu usage.

I understand others are also having a similar issue. Perhaps an infinite loop somewhere?

i am having this issue as well, after an -Syu, if i try to do an -Ss for something, it goes to 100% cpu and hangs indefinitely...

yes me too. pacman is clever now to download only the databases that were really updated, but has become dumm :) when it comes to downloading.
pacman.static also does the same stuff.

as a sidenote, will TUR get filesizes? [so the filesizes will work correctly so the db will not be downloaded too if not needed]?

Everyone is having this problem with 2.9.1. See http://bbs.archlinux.org/viewtopic.php?p=44876 for more discussion.
