DetailsThe motivation for this request is described in http://bugs.archlinux.org/task/11023:
Check if there are any files installed into /usr/share/icons/hicolor and raise a warning. As a bonus once could check if there is already an install script which calls "xdg-icon-resource forceupdate --theme hicolor". In that case the warning could be subpressed. namcap should also check for a dep to xdg-utils which includes xdg-icon-resource. That one has to be calld on install when there are files in /usr/share/icons/hicolor |

hicolor-icon-theme should always be in the dependency chain for these packages. Some packages use gtk-update-icon-theme to update the icon cache, this is fine for packages depending on gtk2. Packages not depending on gtk2 should use the xdg-icon-resource way.
