Description:
TeX fails to create all format files upon installation.

would suggest a packaging error.

Steps to reproduce:
- Install using "pacman -S texlive-core" OR
- Run "fmtutil-sys --missing" afterwards
   fmtutil_log.txt (6.1 KiB)

This is due to a missing file:

! I can't find file `luatexiniconfig.tex'.

I downloaded this file from https://www.tug.org/texlive/devsrc/Master/texmf/tex/generic/config/luatexiniconfig.tex, put it in /usr/share/texmf/tex/generic/config and rerun "fmtutil-sys --missing".

After that the format files are correctly build.
