Description: Flex has missing dependency. m4

Additional info:
* package version: 2.5.35-1

Steps to reproduce:
Just try to use flex without m4 and it will fail with "flex: fatal internal error, exec failed"

 FS#13624 - add infopages to GNU packages

yes, but flex and m4 are both in base-devel, is supose to install all group.

Anyway is interesting is making the correct depends, agree.

I don't think that I should install bison if I am never going to use it.
Anyway, I tryed to search in the forums and could not find what is the current policy regarding de dependencies of base and base-devel, but it cannot harm to have them correct. If I was supposed to install the whole base-devel, perhaps it should be as a dependency to all packages in that group.
