I am the administrator for the our ftp server, and have recently added Arch Linux as one of the distributions we mirror.

Location: Yamagata, JAPAN.

You have been added as an official mirror. Your rsync IP(s) should be now allowed for rsync.archlinux.org, and you will show up on the list at http://www.archlinux.org/download/. With the next mirrorlist release, you will be in there as well.
