I can make this a post_install message next time I upgrade tetex if that will appease you.
or you add perl-tk as a dep in the pkg :)
'if you want to use texdoctk and other perl scripts then first get perl-tk'
and just close this bug report :)

I'm able to write UTF8 in Latex now :)
this allows me to write Ancient Greek and Modern greek and chinese in the same document ;)
