The manpage for pacman.conf of NoUpgrade, don't mention what exactly does.

Cite:
NoUpgrade = file ...
All files listed with a NoUpgrade directive will never be touched during a package install/upgrade. These files refer to files in the
package archive, so do not include the leading slash (the RootDir) when specifying them.


Maybe, add at end (sorry my english, and correct them if this is applied):
* "Always the new file from package, will be installed as {name}.pacnew"
* "Always the new file from package, will be installed with the extension/suffix '.pacnew'"
* Or a better description :)

I created this FR inspired in this problem  FS#13801  - [udev] Adding /etc/udev/rules.d/81-arch.rules to the backup line of the PKGBUILD
