Our mirror is online but not synced yet. Could you let us access rsync's list?

The main server is somehow throttled. So I would do the initial sync from another mirror. This should be a lot faster. Some of those who provide rsync acces are listed at http://www.archlinux.de/?page=MirrorStatus

I've added the mirror to our mirror list, and have opened up rsync access to the given IP.

I couldn't access FTP (HTTP was fine, but slow), so I didn't add that to the supported protocols. Please let me know if it should be working.

You could access FTP now.

We have 2 ip for syncing: 210.245.126.194, 210.245.126.196. We don't use 210.245.126.186 ip for syncing.

Could you add them into rsync access?

I've added those two and dropped the other one. Note that you said above you were using the .186 for syncing. :)

FTP seems to be working now so I've also added that to the available protocols list and both will show up on the downloads page (and eventually in the mirror list).
